People use the words concrete, cement, and mortar as if they mean the same thing. They do not. Cement is an ingredient, concrete is a structural material, and mortar is a glue for masonry. Mixing them up at the store or on a job leads to the wrong product in the wrong place, which means cracked slabs, failed joints, and wasted money.

The simplest way to remember it: cement is the glue, concrete is the rock, and mortar is the filler that holds masonry units together. Cement is in both of the others, but it is never used on its own for real work.
What is cement?
Cement is a fine gray powder that acts as a binder. On its own it does almost nothing useful. Mixed with water it forms a paste that chemically hardens and glues other materials together. That binding action is what makes both concrete and mortar possible.
Most cement used in construction is Portland cement, made by heating limestone, clay, and other minerals in a kiln to around 1,450 degrees Celsius, then grinding the result into powder. The product is a reactive material that sets through hydration, a chemical reaction with water, not by drying out.
There are several cement types for different jobs:
- Ordinary Portland Cement (OPC): the general purpose default for most concrete and mortar
- White cement: decorative work, tile setting, and finishes where color matters
- Rapid hardening cement: gains strength fast for urgent repairs and cold-weather work
- Sulfate resisting cement: for soils or water with high sulfate content
The key point: you do not pour cement, build with cement, or finish with cement. You combine it with aggregates and water to make something else. Buying a bag labeled cement when you needed concrete mix is one of the most common DIY mistakes.
What is concrete?
Concrete is the workhorse structural material of modern construction. It is a mixture of cement, water, and aggregates, where aggregates means both fine aggregate (sand) and coarse aggregate (gravel or crushed stone). The cement paste coats the aggregates and hardens, locking everything into a dense, rock-like solid.
The coarse aggregate is what sets concrete apart. Those stones give concrete its high compressive strength, the ability to carry heavy loads without crushing. Standard residential concrete reaches 3,000 to 4,000 psi after 28 days of curing, which is why it is used for anything structural:
- Slabs, patios, and garage floors
- Footings and foundations
- Driveways and sidewalks
- Posts, piers, and columns
Concrete is strong in compression but weak in tension, which is why structural concrete is often reinforced with steel rebar or wire mesh. It is poured into forms while wet and cures in place. What is mortar?
Mortar is the bonding agent that holds masonry together. It is made of cement, sand, water, and usually lime, but crucially it contains no coarse aggregate. Without gravel, mortar is smoother, creamier, and far more workable than concrete, which is exactly what a mason needs to butter a brick and tap it into place.
Mortar is deliberately weaker than concrete. That sounds like a flaw, but it is by design. Mortar joints are meant to be slightly softer than the brick or block they bond, so that small building movements crack the cheap, repairable mortar joint rather than the expensive masonry unit. Its job is bonding and cushioning, not load bearing.
Mortar comes in types graded by strength, defined in ASTM C270:
- Type N: general purpose, the most common for above-grade exterior and interior walls
- Type S: higher strength and bond, for at or below grade and areas with more stress
- Type M: highest strength, for below-grade and load-bearing masonry
- Type O: low strength, for interior non-load-bearing work and repointing soft historic brick

Can you use one instead of another?
Mostly no, and the failures are predictable.
Mortar instead of concrete: Do not pour mortar where you need structural concrete. Without coarse aggregate, mortar cannot carry the load a footing or slab requires, and it will crack and crumble under weight. Mortar also shrinks more.
Concrete instead of mortar: Do not lay brick with concrete. The gravel makes it impossible to spread in a thin, even joint, and it is too stiff and too strong, which transfers stress to the masonry units and can crack them. Use the right mortar type instead.
Cement instead of either: Never use straight cement and water as a structural or bonding material. A pure cement paste shrinks dramatically, cracks, and has poor durability. Cement needs aggregate to perform.
The one common gray area is small repairs. For setting a fence post or filling a small hole, a fast-setting all-in-one concrete mix is fine. For a hairline crack in a slab, a cement-based patching compound (not plain cement) is the right product. When in doubt, read the bag: it will say concrete mix, mortar mix, or cement, and those words mean different things.

Is cement the same as concrete?

What is the difference between mortar and concrete?

Why is cement never used by itself?
